According to The Encyclopedia of Unusual Sex Practices, by Brenda Love (Barricade Books, 1992):
Seems that Empress Wu Hu, who ruled during the great T'ang Dynasty (700-900 A.D.), created a peculiar sexual custom designed to elevate the female and humble the male. "All governmental officials and visiting dignitaries were obliged by royal decree to pay homage to her Imperial Royal Highness by performing cunnilingus upon her. Old paintings depict the beautiful empress standing and holding her ornate robe open, while a high official, or kuan, is shown kneeling humbly before her and lavishly applying his lips and tongue to her protruding clitoris."
